As hurricane season disrupts communities, Florida is feeling the impact particularly hard. In a span of just 12 days, Hurricanes Helene and Milton wreaked havoc on numerous counties across the state. In response, the U.S. Department of Agriculture (USDA) has rolled out Disaster Relief Supplemental Nutrition Assistance Program (D-SNAP) benefits for the most severely affected areas.

This emergency expansion aims to provide food assistance to those who would not usually qualify for SNAP but now face significant hardship due to the storms. Here’s what you need to know about D-SNAP, eligibility, and how to apply.

Expanded Benefits

D-SNAP extends SNAP benefits to households not typically eligible for food assistance but are now in critical need due to the hurricanes. The USDA’s decision provides crucial relief to approximately 407,733 households in 24 Florida counties. The goal is to offer these residents immediate support, easing the financial stress of grocery expenses as they work to recover.

Agriculture Secretary Tom Vilsack highlighted USDA’s commitment to helping hurricane-impacted communities by facilitating grocery access, supporting farmers, and aiding in the rebuilding process. The USDA and the Biden administration have pledged continued support, extending this relief to Florida as well as other states impacted by recent natural disasters.

StateEligible Households for D-SNAP
Florida407,733
Georgia982,930
North Carolina152,572
Tennessee54,692

Eligibility

D-SNAP is available to households in affected areas that do not already receive SNAP benefits. Regular SNAP beneficiaries can still apply for additional aid, but they must do so through standard SNAP channels, as D-SNAP is strictly for new applicants impacted by the disaster.

To qualify, households must meet specific income requirements based on family size. For instance, a family of four must have a monthly income below $3,529 to be eligible for D-SNAP in Florida.

Application Schedule

Applications are being accepted on staggered dates, both by phone and onsite:

  1. Counties: Columbia, Dixie, Franklin, Gilchrist, Hamilton, Jefferson, Lafayette, Levy, Madison, Suwannee, Taylor, Wakulla
    • Phone Applications: October 28–31
    • Onsite Applications: November 1 – December 9 (three-day periods per county)
  2. Counties: Charlotte, Hernando, Manatee, Pasco, Pinellas, Sarasota
    • Phone Applications: November 4, November 6–8
    • Onsite Applications: November 9 – December 3 (three-day periods per county)
  3. Counties: Citrus, Hardee, Highlands, Hillsborough, Lee, Volusia
    • Phone Applications: November 12–15
    • Onsite Applications: November 16 – December 15 (three-day periods per county)

For those unable to apply by phone, onsite application opportunities will provide flexible windows within each county.

Usage

D-SNAP benefits work the same as regular SNAP benefits. Approved households receive funds on an Electronic Benefits Transfer (EBT) card, which can be used to purchase groceries at authorized stores. However, D-SNAP funds cannot be used for hot meals, alcohol, tobacco, or non-food household items. Although exceptions can sometimes be made during emergency periods, no such exception has been announced as of now.

Important Note

D-SNAP benefits are designed exclusively for grocery purchases, helping households secure essential food items as they recover. Beneficiaries should remember that the USDA’s guidelines limit the use of these funds to SNAP-eligible purchases only.

Beyond Florida

Florida isn’t alone in receiving D-SNAP benefits. Similar relief is available for households impacted by hurricanes in Georgia, North Carolina, and Tennessee. Collectively, nearly 1.6 million households across these states can access this aid for one month. The USDA’s coordinated efforts are meant to help storm-hit regions recover by providing essential support as residents rebuild their lives.

While D-SNAP may be a temporary solution, it provides a crucial lifeline in difficult times. Eligible residents should apply within their designated timeframe to ensure they receive the help they need. With D-SNAP and other federal relief measures, those impacted by these hurricanes can count on at least one source of stability as they work to get back on their feet.
